Welcome to the official website of the Asian Workers' Compensation Association (AWCA). It is a great honour for me, and for the Social Security Organisation (PERKESO), Malaysia, to serve as the 7th President and Secretariat of AWCA for the 2026–2027 term.On behalf of PERKESO, I sincerely thank all member organisations for the trust and confidence placed in us. The world of work is changing rapidly. Digitalisation, artificial intelligence, demographic shifts, cross-border labour mobility and the growth of platform and informal work present new challenges for workers' compensation institutions across Asia. These changes call for stronger regional cooperation, innovation and knowledge sharing to ensure our systems remain relevant, inclusive and resilient. During our presidency, PERKESO will focus on three strategic priorities:
• Strengthening knowledge exchange and technical cooperation through the sharing of best practices, capacity building and collaboration among member organisations.
• Reinforcing AWCA's relevance in a changing world of work by promoting dialogue on emerging issues, including digital transformation, rehabilitation, migrant workers and sustainable workers' compensation systems.
• Strengthening partnerships with international and regional organisations, including the International Social Security Association (ISSA), the International Labour Organization (ILO) and other strategic partners to advance workers' compensation and social protection across the region. PERKESO is committed to ensuring that AWCA remains a dynamic platform that delivers practical value to its members through meaningful collaboration, technical excellence and regional solidarity. Together, we can build stronger, more inclusive and future-ready workers' compensation systems that better serve workers throughout Asia. I look forward to working closely with all AWCA members and partners during our presidency.

Social Security Organisation (PERKESO), Malaysia The Social Security Organisation (PERKESO) is Malaysia's national social security institution established under the Employees' Social Security Act 1969 (Act 4) and operating as a statutory body under the Ministry of Human Resources (KESUMA) since 1985. PERKESO administers Malaysia's mandatory contributory social insurance system through a comprehensive legislative framework comprising the Employees' Social Security Act 1969 (Act 4), Self-Employment Social Security Act 2017 (Act 789), Employment Insurance System Act 2017 (Act 800), and Housewives' Social Security Act 2022 (Act 838). In addition, under Malaysia's Gig Workers Act, enacted by the Ministry of Human Resources, PERKESO serves as the implementing agency responsible for administering the mandatory social protection framework for platform workers, reflecting Malaysia's commitment to extending social security coverage to workers in emerging forms of employment. PERKESO is responsible for the collection of statutory social security contributions, benefit administration and integrated service delivery under Malaysia's statutory social insurance schemes, including the Employment Injury Scheme, Invalidity Scheme, Employment Insurance System (EIS), Self-Employment Social Security Scheme, and Housewives' Social Security Scheme. These schemes provide comprehensive protection against employment injury, occupational diseases, invalidity, unemployment and other social risks through income replacement, medical care, rehabilitation and employment services. Today, PERKESO protects more than 10 million workers across a broad spectrum of the workforce, including formal sector employees, self-employed persons, platform workers, housewives, domestic workers and foreign workers, reflecting Malaysia's progressive expansion of inclusive and equitable social protection to meet the evolving needs of the labour market. PERKESO adopts an integrated social security service delivery model that combines prevention, compensation, income protection, medical care, physical and vocational rehabilitation, Return-to-Work (RTW) programmes, disability management, employment services and active labour market programmes to support workers throughout recovery, re-employment and long-term socio-economic reintegration. Guided by the principles of prevention, protection, rehabilitation and reintegration, PERKESO promotes sustainable workforce participation while enhancing occupational safety, productivity and social resilience. As one of the leading social security institutions in the Asia-Pacific region, PERKESO continuously strengthens its services through digital transformation, actuarial valuation, data analytics and international cooperation to ensure the sustainability, efficiency and responsiveness of Malaysia's social security system. The organisation actively contributes to regional and global social security development through institutional capacity building, technical cooperation and knowledge sharing with organisations such as the International Social Security Association (ISSA), the International Labour Organization (ILO), the ASEAN Social Security Association (ASSA) and the Asian Workers' Compensation Association (AWCA). PERKESO's integrated life-cycle approach to social protection, bringing together prevention, income protection, rehabilitation, Return-to-Work and employment services within a single institution, positions it as a regional leader in workers' compensation and social security administration. Through continuous innovation and international collaboration, PERKESO remains committed to advancing inclusive, sustainable and future-ready social protection systems that respond to the changing world of work.
